11.C.3. ROOF REPLACEMENT AT COUNTY HEALTH <br />DEPARTMENT BUILDING - ATLANTIC ROOFING, INC. AND <br />GRAVES AND HALL DEMOLITION <br />The Board reviewed a Memorandum of May 28, 2002: <br />Date: May 28, 2002 <br />To: The Honorable Board of County Commissioners <br />Thru: James E. Frame, General Services Director —,.4 aJ , c_ <br />Subject: Roof Replacement at County Health Department <br />BACKGROUND: <br />Currently, Barth Construction is the general contractor for the dental clinic addition to the County Health <br />Department building. The sub -contractor selected by Barth to do the roof is Atlantic Roofmg, <br />Incorporated, of Vero Beach. It was recently brought to our attention that the roof adjacent to the addition <br />is leaking and leaching into the area where the dental clinic addition is being constructed. This problem <br />raises an issue with the contractor relative to roofing a new area that is receiving leakage from an adjacent <br />area. <br />While we had intended to re -roof the Health Department, we had not anticipated having to re -roof this <br />particular roofed area of the Health Department. In attempting to determine on how to proceed, a quote <br />was received by Barth which would be $81,896 including the County as an additional insured. <br />Demolition was additional with that cost being $3,300 from Graves and Hall Demolition for a total cost <br />of $85,196. <br />If the re -roofing project was run through Barth Construction as a change order, the price is an additional <br />$8,519.60 (10 %). Since the cost of contracting directly with Atlantic saves the County $8 519.60 <br />directly contracting with Atlantic is the most desirable situation. The cost estimate that we had originally <br />asked for inclusion into the sales tax funding was $75,000. Obviously, this amount is short by $ 10,196 <br />Last Friday, Atlantic was prepared to begin the roofing of the addition but the company stated that prior <br />to beginning, it needed to know what the County was going to do with the leaking portion adjacent to new <br />roof work. Further, Atlantic did not wish to proceed until that problem was resolved. To avoid a work <br />delay, we needed to make a decision on whether to proceed. Based on the circumstances I contacted Joe <br />Baird and explained the situation and told him we needed to authorize the roof work or face a job delay. <br />We were authorized to proceed, but need to get the Board s confirmation of this action. <br />RE COMMENDATION: <br />Under the circumstances that exist, affirm staff decision to proceed with Atlantic Roofmg and Graves and <br />Hall to re -roof the Health Department for the combined price of $85,196 and authorize staff to obtain <br />those services direct from Atlantic Roofing This action avoids a Change order cost of an additional <br />$8,519.60, which would have been paid to Barth Construction. Funding for the additional amount over <br />the initial $75,000 would come from sources as recommended by Budget and the Administrator's office. <br />June 4, 2002 <br />80 <br />
