<br /> DESCRIPTION AND CONDITIONS
<br /> Additional right-of-way totaling . 2614 acre along the north side of 4th Street is needed in
<br /> conjunction with the 58" Avenue , Phase II Improvement Project. The owners have
<br /> executed a contract at a price of $20 , 717 per acre for the A- 1 zoned land . This price- per-
<br /> acre is at the high end , but within the overall range of purchases the County has made of
<br /> other A- 1 parcels within the market area based upon appraisals or evaluations .
<br /> The total Contract Price is $23 , 500 . 00 , which includes $ 5 ,415 .42 for land , and $ 18 , 084 . 58
<br /> compensation for loss of vegetative buffer and claimed damages to the Remainder. The
<br /> Contract Price is substantially higher than the County ' s offer amount of $ 9 , 115 . 42 , but
<br /> considerably less than the Sellers ' previous verbal counter-offer of $40 , 000 . 00 .
<br /> Negotiations have taken place with the Graves and their attorney, Charles Garris , since
<br /> approximately June of 1995 . To lessen the potential impact to the property , the amount
<br /> of right-of-way to be acquired has been reduced from 1 . 12 acres to . 2614 acre . This will
<br /> necessitate shortening the proposed left turn lane and eliminating the proposed sidewalk ,
<br /> therefore requiring a redesign of this section of roadway improvements at additional cost
<br /> to the County . Kimley-Hom and Associates will perform this work at a fee of $ 6 , 550 . 00 .
<br /> The County will also need to construct a stabilized parking area for five ( 5 ) vehicles west
<br /> of the tennis court on the Graves ' property , to replace the existing parking in the proposed I
<br /> right-of-way. The anticipated cost of the parking area is $ 500 . 00 . There are no appraisal
<br /> or attomey fees .
<br /> RECOMMENDATIONS AND FUNDING
<br /> Staff recommends the Board of County Commissioners approve the $23 , 500 . 00 For Sale
<br /> and Purchase Contract , the $ 6 , 550 . 00 redesign proposal and $ 500 . 00 expenditure for the
<br /> stabilized parking area , and authorize the Chairman to execute the contract and proposal .
<br /> The total expenditure is $30 , 550 . 00
