<br /> On April 5 , 2001 , the Planning and Zoning Commission voted to 6 to I to recommend that the Board
<br /> of County Commissioners approve the proposed amendment with the addition , by reference , of
<br /> definitions of cultural organizations . That recommendation has been incorporated into Attachment
<br /> 2 .
<br /> On May 17 , 2001 , the Professional Services Advisory Committee voted 9 to 0 recommend that the
<br /> Board of County Commissioners approve the proposed amendment .
<br /> ANALYSIS `
<br /> This section will present an analysis of the reasonableness of the proposed amendment, followed by
<br /> a discussion of the consistency of the proposed amendment with the comprehensive plan . 1
<br /> ANALYSIS OF REASONABLENESS OF PROPOSED AMENDMENT
<br /> An objective and its policies form an "objective cluster. ” The proposed new objective cluster
<br /> establishes a framework to guide county decisions about culture and the arts .
<br /> The proposed new objective is measurable and achievable . Directly related to achieving the
<br /> objective, the proposed new policies are actions that the county can take to support arts and culture
<br /> in the county . It is important to note that the proposed policies do not support any particular
<br /> organization . In fact, they are specifically worded to refer to all county cultural organizations . t
<br /> ,
<br /> Finally , no changes to any existing policies or procedures are required to implement the proposed
<br /> policies . For these reasons , the proposed amendment is reasonable .
<br /> CONSISTENCY WITH THE COMPREHENSIVE PLAN
<br /> Staff reviews each comprehensive plan amendment request for consistency with all applicable
<br /> policies of the comprehensive plan . As per Section 800 . 07 ( 1 ) of the county code , the
<br /> "comprehensive plan may only be amended in such a way as to preserve the internal consistency of
<br /> the plan pursuant to Section 163 . 3177 ( 2 ) F. S .
<br /> The goals , objectives and policies are the most important pans of the comprehensive plan . Policies
<br /> are statements in the plan which identify the actions which the county will take in order to direct the 1,
<br /> community ' s development. As courses of action committed to by the county , policies provide the
<br /> basis for all county land development related decisions -- including plan amendment decisions .
<br /> While all comprehensive plan policies are important, some have more applicability than others in
<br /> reviewing plan amendment requests . Future Land Use Element Policy 14. 3 , however, is applicable
<br /> to all plan amendment requests . For that reason , this section will begin with a discussion of how the
<br /> proposed amendment is consistent with Future Land Use Element Policy 14 . 3 .

<br /> In evaluating any comprehensive plan text amendment request, the most important consideration is
<br /> Future Land Use Element Policy 14 . 3 . This policy requires that at least one of three criteria be met
<br /> in order to approve a comprehensive plan text amendment. These criteria are : el
<br /> • the proposed amendment corrects a mistake in the approved plan ;
<br /> • the proposed amendment corrects an oversight in the approved plan ; or
<br /> • the proposed amendment is warranted based on a substantial change in circumstances .
