<br /> Community Development Director Robert Keating reviewed the Comprehensive Plan
<br /> a amendment process , advising that this is the first public hearing before the Board of County
<br /> Commissioners on this amendment request . If the Board approves the transmittal of this ,
<br /> application to the Department of Community Affairs (DCA ) in Tallahassee for their 60 - day
<br /> review , a second and final public hearing will be scheduled to consider any comments made
<br /> by the DCA and whether to adopt an ordinance amending the Comprehensive Plan . If the
<br /> Board denies the transmittal of an application to the DCA , the application process will come
<br /> to an end .
<br /> Director Keating used a POWER POINTTM presentation to explain the amendment
<br /> (A COPY OF WHICH IS ON FILE WITH THE BACKUP FOR TODAY ' S MEETING ) .
<br /> The principal issue is whether the Urban Service Area (USA) should be expanded . The
<br /> Board considered this matter on July 11 , 2000 and denied it, directing staff to schedule a
<br /> workshop , which was done . Staff is now recommending Alternative 2 to achieve the desired
<br /> a+ .
<br /> objectives .
<br /> Commissioner Adams felt that the Board had asked staff to ` ` create a pony" and they
<br /> " came back with an elephant " . She did not see anything wrong in having separate
<br /> applications from each of the property owners to be considered individually .
<br /> Commissioner Macht felt that the Board is the creator of the problem as staff had
<br /> originally recommended against any of the options involved . Staff' s recommendation
<br /> provides for logical step by step development . He was very uncomfortable with any of the
<br /> suggested options and believed it would be better to do nothing at this time .
