Preset were <br /> Chairman Arthur R. Neuberger, Vice Chairman Gary C . Wheeler, and <br /> Commissioners Wesley S . Davis and Thomas S . Lowther . Absent was Sandra <br /> L . Bowden due to family illness . Also present were County Administrator <br /> Joseph A . Baird , County Attorney William G . Collins II , Executive Aide to <br /> the Board Kimberly Massung , and Deputy Clerk Maria I . Suesz , <br /> The Chairman called the meeting to order at 12 : 26 p . m . <br /> 14 . B .
