income and the cost of issuing bonds should that become necessary. Every property owner <br />should be given the opportunity to understand the cost of borrowing. He felt there would <br />be a broader base of support for the project if the School Board were included. <br />Commissioner Ginn commented that this had been mentioned in the news in 1999 <br />and she had gone to each of the municipalities with the project. She asked about the 2 mills <br />the School District has each year for capital outlay and what that amounted to in dollars. <br />She noted that the County has set aside funding for the new administration building. <br />Chairman Mohler stated that the School Board will support the referendum even if <br />it is not included in the funding. <br />Commissioner Ginn pointed out that the citizens approved a bond issue for the <br />School Board in 1989 for $61,400,000 and questioned what had been done with the capital <br />outlay since that time. <br />Mr. Baird responded that the 2 mills allocated to the School Board generates almost <br />$16,000,000 per year <br />Chairman Mohler noted that those funds do not cover buses and maintenance. He <br />felt that more joint meetings and planning would be helpful. <br />Assistant School District Superintendent Linda Robertson stated that the School <br />District has to upgrade their facilities and provide for population growth. 7 counties in <br />Florida have included the School District in their optional sales tax plans. She continued <br />that the ordinance does not have to be adopted today; there could still be time to approach <br />the municipalities. A tremendous public campaign is going to be necessary to get the public <br />to accept this plan and the School District could be of assistance in that. The School District <br />is facing many capital expenditures in the next few years, including new schools while state <br />JULY 2, 2002 <br />
