DESCRIPTION & CONDITIONS: <br />Sunset Trace - Grand Harbor Plat 28 is a subdivision of a 0.99 -acre parcel into 2 multi -family <br />duplex units (4 lots), and one other tract that will be used for landscaping The subject property is <br />part of the overall Grand Harbor Planned Development (PD) and is consistent with the approved <br />Grand Harbor conceptual PD plan. The subject site is located in the River Club area of the <br />overall Grand Harbor development, is zoned RM -6, and has an M-1 land use designation. <br />On April 26, 2001, the Planning and Zoning Commission granted preliminary PD plan/plat <br />approval for Sunset Trace - Grand Harbor Plat 28. The applicant subsequently obtained a land <br />development permit and commenced construction of the project. The applicant is proposing to <br />"bond -out" for completion of the remaining required improvements as allowed by the land <br />development regulations (LDRs). Now, the applicant is requesting final plat approval and has <br />submitted the following: <br />1. A final plat in conformance with the approved preliminary PD plan/plat; <br />2. An Engineers Certified Cost Estimate for the remaining required improvements; <br />3. A completed Contract for Construction of remaining required improvements; and <br />4. A Cash Deposit and Escrow Agreement to guarantee the Contract. <br />ANALYSIS: <br />All of the required subdivision improvements have been completed except for some final asphalt <br />work The applicant is proposing to "bond -out" for the asphalt work as provided for in the <br />county's LDRs. Public Works has reviewed and approved the submitted Engineer's Certified <br />Cost Estimate for the remaining work and corresponding cash escrow amount. The County <br />Attorney's Office has reviewed and approved the submitted Contract for Construction. The cash <br />escrow, which represents 115% of the estimated cost for the remaining asphalt work, has been <br />submitted_ It should be noted that all improvements within the Grand Harbor development will <br />be pnvate, with the exception of certain utilities facilities that will be dedicated and guaranteed <br />to Indian River County as required by the Utility Services Department. <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Board of County Commissioners grant <br />final plat approval for Sunset Trace - Grand Harbor Plat 28 and authorize the Chaiiinan to <br />execute the submitted Contract for Constriction and the Cash Deposit and Escrow Agreement. <br />ATTACHMENTS: <br />1.
