Cox, P E , Senior Civil Engineers} <br />SUBJECT: Request for Floodplain Cut and Fill Balance Waiver for Pelican Bay Estates <br />Subdivision <br />REFERENCE: SD -99-05-08 / LDP Application No. 97010033-30615 <br />DATE: July 12, 2002 <br />DESCRIPTION AND CONDITIONS <br />Knight, McGuire & Associates, Inc , on behalf of Harold Olsen, the developer of Pelican Bay Estates <br />Subdivision has requested a waiver of the cut and fill balance requirement of S ection 930 07(2)(d) of <br />the Stounwater Management and Flood Protection Ordinance Pelican Bay Estates Subdivision <br />received preliminary plat approval from the Planning & Zoning Commission on April 26, 2001. The <br />project is located approximately 500 feet north of Round Island Park on the west side of the State <br />Road A -1-A. The site is located in special flood hazard area Zone AE with a base flood elevation of <br />5.0 feet and 6.0 feet N G V D The ten-year still water elevation is 2.7 feet. The proposed <br />displacement of the floodplain below 4.0 feet for which the waiver is requested is 329 cubic yards as <br />indicated in the attached letter from the applicant's engineer dated July 3, 2002. <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria provided in Section 930.07(2)(d)1 of being <br />situated m an estuarine environment within the 100 year floodplain along the Indian River and it <br />appears that all other Stormwater Management and Flood Protection Ordinance requirements can be <br />met without adverse impact on other lands in the estuarine environment. <br />Alternative No. 1 <br />Approve the cut and fill balance waiver request. <br />Alternative No. 2 <br />Deny the waiver request and require re -design to accomplish an on-site balance of cut and fill <br />July 23, 2002 <br />33 <br />
