work with the developers. He understood the property is outside of the County's urban <br />service area but stressed that it is inside the City's urban service area. The annexation <br />agreement calls for the developer to front the money for the utility needs or will build them <br />to the City's specifications and turn them over to the City. This arrangement was discussed <br />with the County's Utility staff a year ago. At that time, County staff had indicated a desire <br />to expand the County's utilities plants if possible. He agreed that a large plant would be <br />more efficient and language concerning that was included in the developer's agreement. <br />Mr. Little next addressed the concern as to the number of homes that had been <br />mentioned. He enumerated the other uses which are planned and/or required for the <br />property. He specified there will not be 7,000 homes; they might get 3,000 homes. He <br />further specified that the build -out projections are for 30 years, not overnight. <br />Mr. Little then addressed conservation concerns and itemized the conservation <br />acreage set -asides in Fellsmere's vicinity. He predicted that if current plans are followed, <br />Fellsmere will be surrounded by 20,000 conservation acres. <br />Next, Mr. Little specified that other interlocal agreements with the County are <br />already in place. The central business district is connected and paying for water & sewer <br />with the County and he thought the arrangement is working fine. Fellsmere would be glad <br />to buy all their water from the County at a good price. <br />In conclusion, Mr. Little thought the comment about the road situation was <br />reasonable and needs to be addressed. He agreed there is a legitimate concern about ingress <br />and egress. He advised that they have hired two professional planning consultants and have <br />already presented some plans and had a "mixed use" disagreement resolved by Tallahassee. <br />He believed, in respect to County staffs position on in -fill, that this development is inside <br />City limits and the County should not take an opposing position. He respectfully asked the <br />Board not to adopt staffs recommendation. <br />July 23, 2002 <br />
