within the multiple -family zoned districts, there is more single-family residential development <br />than multi -family development. Attachments 2 and 3 depict these conditions. Land to the west <br />of the study area is zoned CL, Limited Commercial, MED, Medical, CG, General Commercial, <br />and RMH-8, Mobile Home (up to 8 units/acre). These districts contain a hospital, vacant <br />commercial land and mobile home communities, respectively. Along the southern boundary is <br />the City of Sebastian Within the City of Sebastian, land is zoned CWR, Commercial Waterfront <br />Residential District and consists of vacant land and commercial uses To the east of the study <br />area is the Indian River Lagoon. To the north of the study area is the St. Sebastian River <br />• Future Land Use Pattern <br />The study area is designated as M-1, Medium -Density Residential -1, and C/I, <br />Commercial/Industrial, on the county Future Land Use Map. The M-1 designation permits <br />residential uses with densities up to 8 units/acre. The Commercial/Industrial designation permits <br />commercial and industrial uses. <br />• Environment <br />The study area contains several ecological communities. An estuarine community exists along <br />the immediate shoreline of the Indian River Lagoon Vegetation in this area generally consists of <br />cordgrass, mangroves, rushes, sea -oxeye daisy, and other similar estuarine vegetation. Further <br />inland (west of Indian River Drive), there are areas of maritime hammock intermixed with <br />freshwater wetland areas. The vegetation in the freshwater wetland areas is a mix of maples, <br />laurel oaks, red bays, and ferns. The maritime hammock areas consist largely of live oaks, some <br />red bay, cabbage palms, and various tropical hardwoods <br />The soils in the area between Indian River Drive and Old Dixie Highway have hydric <br />characteristics which allow for and support the freshwater wetland areas West of Old Dixie <br />Highway the ecological community is sand pine scrub with vegetation consisting of sand pine, <br />scrub hickory, and various other scrub species. There are no documented occurrences of any <br />federal or state listed animal species within the subject area; however, habitat is suitable for the <br />gopher tortoise and eastern Indigo snake. <br />Also, there are documented areas of archaeological resources. These areas may have both <br />historical and/or pre -historical significance. According to Flood Insurance Rating Maps, the <br />study area along the coastline lies within the AE flood plain, while the inland area does not <br />contain any flood hazard areas. <br />• Utilities and Services <br />The study area is within the Urban Service Area of the county. Wastewater service is available <br />to the study area along Indian River Drive from the North Regional Wastewater Treatment Plant, <br />while potable water service is available in the study area from the North County Reverse <br />Osmosis Plant. <br />• Transportation System <br />The study area is bounded on the west by US 1. Classified as a rural principal arterial on the <br />future roadway thoroughfare plan map, this segment of US 1 is a four -lane public road with 100 <br />feet of right of way. Roseland Road cuts through the study area. Classified as a rural major <br />collector on the future roadway thoroughfare plan map, this segment of Roseland Road is a two- <br />lane road with 80 feet of public road right-of-way. <br />July 23, 2002 <br />60 <br />
