CHANDLER <br /> COUNTY ADMINISTRATOR <br /> PREPARED AND STEVEN J . DOYLE . P . E . <br /> STAFFED BY : INTERIM ASSISTANT DIRECTOR OF UTILITIES <br /> SUBJECT : PAYMENT TO CAMP DRESSER & McKEE C . ( CDM INC . ) FOR <br /> ADDITIONAL TECHNICAL ASSISTANCE RELATED TO THE PROPOSED <br /> BLUE HERON ( CALPINE ) ELECTRIC POWER GENERATION FACILITY <br /> BACKGROUND & ANALYSIS <br /> On January 12 . 2000 , Calpine Corporation announced plans for the construction of a 1 . 080- <br /> me2awatt natural gas burning power generation facility to be constructed in Indian River County . In June <br /> 2000 the Board of County Commissions approved Staff s request for technical assistance as it related to <br /> the proposed electric power generating facility . The Board of County Commissions approved the use of <br /> Camp Dresser & McKee to assist utility staff in the review process . The Board of County Commissioners <br /> authorized $3 , 000 to CDM Inc . to provide technical assistance to Staff. The initial fee of 53 .000 has <br /> been exhausted. <br /> Calpine has been in negotiation with the Department of Utilities as well as with Public Works in <br /> their attempt to site a new electric power generating facility within the County . Negotiations have been <br /> ongoing since October of 1999 and continue to this date . The extent of the review process and the <br /> frequent meetings requested by Calpine has exceeded the S3 . 000 originally budgeted . <br /> It was recommended that the Department of Utility Services incur the added additional review <br /> expense and not pursue payment through Calpine so as to maintain and avoid any potential ' Conflict-of- <br /> interest ' between the County and Calpine . Staff has incurred to date additional review expenses in the <br /> total amount of $ 1 . 165 . 44 . No further expenses are anticipated to be incurred . <br /> CONCLUSION <br /> It is Staffs recommendation that the Board of County Commissioners approve payment to CDM <br /> Inc . in the amount of $ 1 , 165 .44 for services rendered. <br /> ON MOTION by Commissioner Stanbridge , <br /> SECONDED by Commissioner Macht, the Board <br /> unanimously approved payment to Camp Dresser & <br /> McKee , Inc . in the amount of $ 1 , 165 . 44 for services <br /> rendered , as recommended by staff. <br /> JULY 39 2001 rl ' <br /> - 35 - <br />
