SUMMARY <br />In the development of the proposed Ordinance, many reference sources were reviewed, and many <br />public comments and suggestions were received. The proposed Ordinance was reviewed by the <br />County Professional Services Advisory Committee and the Planning and Zoning Commission. <br />Presentations were given to six organizations (total of 133 people in attendance), and there were <br />three public workshops with a total of 60 people in attendance. It is staff's opinion that this <br />proposed Ordinance is fair and equitable and will result in greater tree protection. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners adopt the proposed revisions to the <br />County Tree Protection and Land Clearing Ordinance (LDR Chapter 927) and Chapter 901, <br />Definitions. <br />ATTACHMENTS <br />Revised Draft Chapters 927 and 901 Ordinance <br />Community Development Director Robert Keating, Mr DeBlois, and Environmental <br />Planner Brian Poole responded to Commissioners' questions concerning many of the <br />changes in order to clarify how those changes were arrived at and how they would be <br />interpreted by staff. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Brian Heady, Vero Beach, declared that rock wells work better than the railroad ties <br />because they don't leach anything into the soil. He complained that the County had removed <br />trees from in front of the Administration Building. (Clerk's Note: Tree removal was to make <br />additional/required parking relative to space used in the employees' parking lot for the <br />Supervisor of Election's new modular office building.) <br />Commissioner Ginn queried Vice Chairman Tippin as to the preference of rocks <br />versus railroad ties for tree wells and he replied that most plants around here like acid in the <br />soil. <br />July 9, 2002 <br />42 <br />
