In response to Commissioner Macht who thought this had already been done, <br />Community Development Director Robert Keating explained the changes that had been <br />made. He advised implementation of Commissioner Adams' suggestion would require LDR <br />amendments. Director Keating also pointed out that solid waste fees are due at C.O. He <br />suggested a financing system might be used. <br />Commissioner Adams wanted assurance that the process would be easier for the small <br />developer and not harder. <br />Discussion ensued which included traffic study timing, reservation of capacity (which <br />occurs when the traffic impact fee is paid), and other pertinent issues and information. <br />Assistant Administrator Baird proposed that the County could provide short-term <br />financing to small businesses under a simple agreement. He acknowledged that such an <br />agreement and procedure would be quicker than a LDR amendment He specified that the <br />procedure must include specific definitions, such as the threshold size for developments <br />entitled to such financing. The financing agreement would be signed simultaneously with <br />the issuance of the permit. <br />Assistant Administrator Baird believed this change could be effectuated quickly and <br />staff could come back with something for the Board to consider. It would be a simple <br />agreement authorizing staff to have authority up to a certain amount. <br />CONSENSUS was reached that such an agreement be drafted and brought back as <br />soon as possible to the Board for consideration. <br />August 13, 2002 <br />57 <br />
