Commissioner Adams felt those decisions should be made on a case-by-case basis. The <br />County has a lot of conservation lands and most people go to parks for quiet enjoyment. She did <br />not feel cell phones are needed in parks. <br />Commissioner Ginn agreed that the decisions need to be made on a case-by-case basis. <br />She did not want to see huge lattice towers downtown. <br />Director Boling stated that he hoped to get some consensus from the Board as to whether <br />staff needs to come to the Board each time someone makes an application or whether the Board <br />wishes to set some policies now. <br />Commissioner Macht and Commissioner Tippin agreed that applications should be <br />presented on a case-by-case basis <br />Director Boling confirmed that the policy will be set so that the Board will not prohibit <br />the towers but wants to see each proposal on a case-by-case basis. <br />Mr Edwards stated that there is a small possibility that the master plan will indicate a <br />need for a tower near the ocean in order to comply with federal regulations but the County could <br />still preclude certain areas in those locations. <br />Commissioner Ginn wanted to include water and sewer plants and landfills as possible <br />locations, and Commissioner Adams did not want libraries included but felt ballfield facilities <br />with existing light poles could be used. <br />Director Boling confirmed that County -owned sites could be included and that the cluster <br />concept would be acceptable. He also confirmed that there are 2 towers at Hobart Park which <br />need to be rebuilt and stated that he would work with Mr McKee on that. <br />Commissioner Ginn was not in favor of clustering the towers. <br />Director King commented on the significant growth in the county which has put a strain <br />on the emergency communications system. He felt that the intersection of SR -60 and I-95 would <br />be a good place for a new tower to alleviate that situation and stated that a limit of 150 feet might <br />have to be exceeded to provide adequate coverage for public safety needs He believed that <br />putting the county's equipment on someone else's tower would not be in the County's best <br />interests. <br />AUGUST 13, 2002 18 <br />
