Keating, AICP <br /> ity Development rector <br /> FROM : Stan Boling, AICP <br /> Planning Director <br /> DATE : July 26, 2001 <br /> SUBJECT : Proposed Change to the Grand Harbor Development Order <br /> It is requested that the data herein presented be given formal consideration by the Board of County <br /> Commissioners at its regular meeting of August 14, 2001 . <br /> BACKGROUND : <br /> GHA Grand Harbor Ltd. , the developer of the Grand Harbor DRI (Development of Regional <br /> Impact) project, has applied for changes to the Grand Harbor development order (D. O. ) . The <br /> proposed changes involve certain traffic conditions and extension of certain completion timeframes. <br /> Pursuant to Florida Statues 380. 06 and in coordination with the applicant, staff recommended and <br /> the Board approved an August 14, 2001 public hearing date to consider approval of the application. <br /> However, due to scheduling conflicts, the applicant has proposed (with staff concurrence) that the <br /> August 14, 2001 public hearing be `opened" and continued without action until the September 4, <br /> 2001 Board meeting. <br /> ANAi ,YSM : <br /> On July 3 , 2001 when the Board set the August 14th public hearing date, it appeared there would be <br /> sufficient time for the applicant to secure "no objection" determinations from FDOT and the <br /> Treasure Coast Regional Planning Council (TCRPC) . Due to summer scheduling conflicts, the <br /> applicant has found that the "no objection" determinations cannot be obtained in time for the August <br /> 14th hearing . However, the applicant believes that such determinations can be obtained in time for <br /> a September 4th public hearing. <br /> Florida Statutes 380. 06( 19)(f)3 . allows for deferral of the public hearing date for the application <br /> because the developer is requesting an extension. Therefore, to allow sufficient time for the applicant <br /> to coordinate with FDOT and TCRPC, the Board needs to open the August 14th public hearing and <br /> August 14 , 2001 <br /> 21 <br /> P {v ! 6 0 <br /> x <br />
