water line on l5t St SW on June 15, 1990 without signing an agreement to be included in <br />a future water assessment, and is not included in this proposed assessment project. <br />There are 6 owners signatures on the petition and temporary service agreement plus 1 <br />owner who telephoned and stated that he now verbally supports this proposed project* <br />therefore 7 (70%) of the owners of the 10 properties to benefit from this project are <br />supportive. On August 27, 2001 owners of the 4 lots whom had not signed the petition <br />were mailed an addendum and asked to indicate whether they oppose or support the <br />proposed project. None were returned. There were 3 phone calls with one opposing, <br />stating that he did not like the taste of county water. Another owner advised that he did <br />not oppose the installation of water lines but that it was not a high priority' The 3rd <br />owner phoning stated that he no longer oposes the proposed project. <br />The property sizes vary from .50 (1/2) acre to 1.0 (1) acre. The attached map displays the <br />area to benefit from the assessment project. (ATTACHMENT 1). <br />This project is to be paid through the assessment of property owners along the proposed <br />water line route. In the interim, funding will be from the Assessment Fund No. 473. <br />The total estimated project cost, and amount to be assessed, including engineering, <br />administration and construction is an estimated $ 45,003.50 The estimated cost per <br />square foot is $ 0.157039 (rounded). (See ATTACHMENT- 3- Estimated Project Cost & <br />Preliminary Assessment Roll). <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve the attached resolution III, which affirms the preliminary <br />assessment roll on the subject property. <br />LIST OF ATTACHMENTS: <br />1. Estimated Project Cost <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter.
