At its regular meeting of July 11, 2002, the Planning and Zoning Commission voted 6-0 to <br />recommend that the Board of County Commissioners approve the special exception use request with <br />the conditions contained in the recommendation at the end of this report (please see attachment #5). <br />At this time, the Board of County Commissioners is to consider the request and is to approve, <br />approve with conditions, or deny the special exception use request for the proposed residential <br />treatment facility. Pursuant to section 971.05 of the land development regulations (LDRs), the Board <br />is to consider the appropriateness of the requested use for the subject site and surrounding area. The <br />Board may attach reasonable conditions and safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area. <br />ANALYSIS <br />1. <br />Project Site Area: 43,622.57 sq. ft. or 1.00 acres <br />2. Stormwater Management: The preliminary stormwater management plan has been <br />reviewed and approved by the Public Works Department. Two retention areas are proposed <br />for the subject site. One retention area is located in the north area of the site, while the <br />second retention area is located in the southeast area of the site An underground pipe will <br />connect the two retention areas. Treated stormwater from the site will outfall to a Florida <br />Department of Transportation (FDOT) ditch located on the north side of 4`h Place.
