It is empowered under the provisions of Chapter 971 to review the special exception applied for; <br />2. The granting of the special exception will not adversely affect the public interest, <br />3. The application satisfies the general and specific criteria required for special exception approval; <br />and <br />4. The conditions stated below are adequate to ensure compatibility between the special exception <br />use and surrounding land uses. <br />Staff further recommends that the Board of County Commissioners grant special exception use <br />approval for the proposed residential treatment center expansion with the following conditions: <br />1. Prior to issuance of a certificate of occupancy for the new building, the applicant shall: <br />a. Construct or bond out the required 4th Place sidewalk; and <br />b.
