mx <br />Subsequently, Indian River County developed a Hazardous Materials Emergency Plan which was endorsed <br />by the Department of Community Affairs and then approved by the Board of County Commissioners. It <br />has been updated biennially since 1988 with funding provided to the County in the form of a grant and it <br />is due to be updated. <br />Recognizing the threat posed by hazardous materials to both the population and the environment, the State <br />Legislature has extended grant funds to update Indian River County's Hazardous Materials Emergency <br />Plan. Beginning this year, the Hazardous Materials Emergency Planning Agreement will be executed on <br />an annual basis, replacing the previous biennial schedule. The new annual schedule only requires 50% of <br />the facilities to be inspected each year Staff supports the annual reporting because it will increase the <br />accuracy of our plans. <br />MMMM <br />The Department of Community Affairs/Division of Emergency Management administers the Hazardous <br />Materials Emergency Planning Agreement with each Florida county. These funds are used to enhance <br />hazardous material planning, response and education for Indian River County The attached agreement is <br />consistent with prior agreements and awards Indian River County a gross total of $4,259.00 for FY 01/02. <br />This is a 100% funded agreement and does not require any matching funds. Because this Agreement begins <br />late in our budget cycle, staffrecommends no expenditures at this time and we will include this funding with <br />the EMPA contract which will be presented to the Board early in the 01/02 fiscal year. <br />RECOMMENDATION: <br />In order to continue providing a strong Emergency Management Hazardous Material Program in Indian <br />River County, staff recommends approval of the FY 01/02 Hazardous Material Emergency Planning <br />A2reement and reauests the Chairman be authonzed to execute the appropriate documents. Staffiitnne: <br />recommends approval of Acting Director Nathan McCollum as the contract manager for this agreement. <br />ATTACHMENTS: <br />1. Three (3) original copies of the 01/02 Hazardous Material Emergency Planning Agreement. <br />2_ Cover Letter From Department of Community Affairs/DEM. <br />3. Response to the Office of Management & Budget Gram Sheet. <br />ON MOTION by Commissioner Stanbridge, <br />SECONDED by Commissioner Tippin, the Board, <br />by a 4-0 vote (Commissioner Adams absent) <br />unanimously approved the FY 2001-02 Hazardous <br />Material Emergency Planning Agreement; <br />authorized the Chairman to execute the appropriate <br />documents; and approved Acting Director Nathan <br />McCollum as the contract manager for this <br />Agreement; all as recommended by staff. <br />AUGUST 7, 2001 <br />AGREEMENT IS ON FILE IN THE OFFICE <br />OF THE CLERK TO THE BOARD <br />BKII9PGII9 <br />-104- <br />
