DeBlois,ACP <br />Chief, Environmental Planning <br />DATE: September 11, 2002 <br />RE• <br />Renewal of Cost -Share Agreement with the St. Johns River Water Management <br />District for Countywide Repair/ Plugging of Abandoned Artesian Wells <br />It is requested that the Board of County Commissioners formally consider the following information at <br />the Board's regular meeting of September 17, 2002. <br />DESCRIPTION AND CONDITIONS <br />Since 1989, the County has participated in a cost -share program with the St. Johns River Water <br />Management District (SJRWMD) to plug abandoned artesian wells on County Utilities property. In 1990, <br />the program was expanded countywide to include the plugging of abandoned flow wells on private <br />property (subject to authorization from the private landowner). As a result of the program, more than 280 <br />wells have been plugged or repaired in Indian River County, saving millions of gallons per day (mad) of <br />groundwater. <br />From 1990 to 1996, the County allocated $15,000 in matching funds on a fiscal year basis to the <br />countywide, private property well plugging program. In turn, SJRWrvID matched the county's funds with <br />$15,000 of its own, resulting in a total of $30,000 per fiscal year allocated for the countywide well <br />plugging program. Because there had been a backlog of wells on private property to be plugged, the <br />Board, in 1997, approved an increase of its match from S15,000 to $20,000 for the countywide program. <br />The SJRWMD followed suit and increased its 50% match to $20,000, resulting in a total allocation of <br />$40,000 for the countywide well plugging program. <br />The proposed agreement renewal for FY 2002-2003 is similar to last year's agreement, with each agency <br />allocating $20,000 toward the program. <br />The attached cooperative agreement renewal for countywide well plugging is hereby presented to <br />the Board for approval consideration for fiscal year 2002-2003. <br />September 17, 2002 <br />41 <br />• <br />
