• <br />SUMMARY <br />The East Gifford Area Stormwater Improvement Project encompasses forty-five acres <br />south of 45th Street, north of South Gifford Road, west of the Florida East Coast (FEC) <br />Railroad, and east of the Indian River Farms Water Control District The area is low <br />and poorly drained. Its natural drainage outfall was cutoff many years ago by the <br />Florida East Coast Railroad, which now blocks the historic eastern flow of stormwater <br />runoff from the area. This project will collect stormwater runoff and route it into a six - <br />acre detention pond that will provide a regulated discharge into a new culvert <br />underneath the railroad track and into a ditch leading to the Indian River Lagoon. The <br />project is in the vicinity of the City of Vero Beach's Municipal Airport and thus is <br />regulated by the Federal Aviation Authority, which strongly discourages the use of <br />aquatic plants in ponds. Therefore, the pollution reduction potential of the pond will be <br />limited to the reduction of suspended solids and any trace pollutants associated with <br />the suspended solids. The project is expected to reduce the possibility of flooding <br />within the affected East Gifford drainage area and provide a slight increase in the water <br />quality of the stormwater before it exits the project site. <br />The Flonda Department of Environmental Protection (DEP) has awarded the County a <br />$264,400 Section 319(h) Grant for this project. The grant requires that the County <br />submit a quality assurance project plan (QAPP) for pre- and post -construction water <br />quality monitoring. DEP must approve the QAPP before the project can be <br />constructed. We have prepared a draft QAPP, but require assistance from a consultant <br />to incorporate additional items necessary to satisfy DEP criteria. <br />The Contract amount for this work to be performed by Environmental Consulting and <br />Technology (ECT) should not exceed $1,500 and includes ECT's review of the draft plan <br />prepared by the County, and assistance to complete the plan in accordance with DEP <br />specifications If DEP requires major changes to the draft plan, then additional <br />compensation will be based on an hourly rate not -to -exceed $1 500. The Contract amount <br />is under the Purchasing Department's guideline of $10,000 and therefore, we do not need <br />to issue Requests for Proposals for the Work. <br />RECOMMENDATIONS <br />Staff recommends that the Board of County Commissioners authorize the Chairman to <br />execute the attached Professional Engineering Agreement. <br />FUNDING <br />Funding to be from Account No. 315-243-538-068.67. <br />ATTACHMENTS <br />Professional Engineering Agreement Between Indian River County Division of <br />Public Works and Environmental Consulting & Technology, Inca—Two copies <br />September 17, 2002 <br />47 <br />nti <br />E:1 <br />• <br />
