Besides providing downpayment/closing cost loans , Indian River County, through its Local Housing <br /> Assistance Program , also provides rehabilitation loans to very low , low , and moderate income <br /> households within the county . For the next few years , it is anticipated that about 20 - 30 rehabilitation <br /> loans will be granted each fiscal year. Procedurally, rehabilitation projects involve various activities , <br /> including application review , housing unit assessment, rehabilitation work write-up , bid review , <br /> construction oversight , and inspection . At present, housing unit assessment, work write -up , and bid <br /> review activities are being undertaken by Indian River County building inspectors , with reimbursement <br /> from Local Housing Assistance Program ( SHIP ) funds . Because of time constraints with the county ' s <br /> building inspectors , Indian River County proposes to contract some of those activities to a Local <br /> Housing Assistance Program inspector. The Local Housing Assistance Program (LHAP) Inspector <br /> will be responsible for meeting with applicants , inspecting units , preparing work write-ups , reviewing <br /> contractors ' bids , and inspecting completed work activities . <br /> ANALYSIS <br /> To solicit the services of a residential building contractor to inspect houses needing rehabilitation , the <br /> staff issued a Request For Proposals (RFP ) in July, 2001 . In response to that RFP, three residential <br /> building contractors submitted proposals . <br /> On August 30 , 2001 , a three member SHIP Inspection Contractor Selection Committee (Robert M . <br /> Keating , Jason Brown , and Dennis Koerner) interviewed and ranked the contractors . Following is the <br /> list of contractors and their corresponding ranking. <br /> Contractors Ranking <br /> Phil Hufford (Quality Builders ) 1 <br /> J . F. Meyers (General Contractor) 2 <br /> Gary Kostenski (G-K Builders ) 3 <br /> The selection committee then recommended that the county negotiate contracts with both the number 1 <br /> and 2 ranked contractors for SHIP inspection services . If agreeable with the contractors , these two <br /> contractors will be contacted on a rotating basis to inspect units needing rehabilitation . <br /> RECOMMENDATION <br /> Staff recommends that the Board of County Commissioners approve the Selection Committee ' s ranking <br /> and authorize staff to negotiate contracts with the number 1 (Phil Hufford) and the number 2 (J . F. <br /> Meyers ) ranked residential building contractors for the SHIP rehabilitation program inspection services . <br /> ON MOTION by Commissioner Adams , <br /> SECONDED by Commissioner Stanbridge , the <br /> Board unanimously approved the Selection <br /> Committee ' s ranking and authorized staff to <br /> negotiate contracts with Phil Hufford and J .
