Any potential incompatibilities associated with development of the subject property would involve <br /> the citrus groves to the north of the site . The following factors indicate that potential impacts on <br /> those groves could be mitigated : <br /> • Multiple - family projects must go through the site planning process . Through that process <br /> potential impacts can often be mitigated by site design such as the placement of buildings , <br /> parking areas , open space, stormwater management areas, and landscaping. Containing more <br /> than 30 acres , the subject property can accommodate additional buffers , if necessary . <br /> • Because the mobile home park on the west side of the subject property co - exists with the <br /> active grove to the north, it is reasonable to believe that, if properly sited on the parcel , <br /> multiple - family development on the site can also co-exist with those groves . <br /> For these reasons , staff feels the requested zoning district would be compatible with surrounding <br /> areas . <br /> Potential Impact on Environmental Quality <br /> Being a citrus grove, the site does not contain any environmentally important or environmentally <br /> sensitive habitat. For that reason, impact on environmental quality is not a major concern with this <br /> request. Environmental protection regulations for the subject property are the same under both the <br /> existing RMH- 8 and the requested RM- 8 zoning districts . For these reasons , no adverse impacts on <br /> important environmental resources associated with this request are anticipated . <br /> CONCLUSION <br /> Based on the analysis , staff has determined that the requested zoning district is compatible with <br /> surrounding areas , is consistent with the comprehensive plan , meets all concurrency criteria, will <br /> have no negative impacts on environmental quality , and meets all applicable rezoning criteria. Most <br /> importantly, the subject property is located in an area deemed suited for multiple- family residential <br /> uses . For these reasons , staff supports the request. <br /> RECOMMENDATION <br /> Based on the analysis , staff and the Planning and Zoning Commission recommend that the Board <br /> of County Commissioners approve this request to rezone the subject property from RMH- 8 to RM- 8 <br /> by adopting the attached ordinance . <br /> ATTACHMENTS <br /> 1 • Rezoning Application <br /> 2 .
