• <br />TO: <br />THROUGH: <br />THROUGH <br />FROM: <br />Honorable Board of County Commissioners <br />James E Chandler, County Administrator <br />John King, Director <br />Department ofEme ncy ervices <br />Brian Burkeen, EMS Chief �� V <br />Department of Emergency Services <br />DATE• August 9, 2002 <br />SUBJECT: Consideration of an Application for a Certificate of Public Convenience and <br />Necessity for a Class El Certificate for The Place at Vero Beach. <br />It is respectfully requested that the item herein be given formal consideration by the Board of County <br />Commissioners during the public hearing scheduled for September 3, 2002. <br />On August 31, 1995, the Transportation Disadvantaged Local Coordinating Board recommended to the <br />County Commission that an ordinance be adopted to require a Certificate of Public Convenience and <br />Necessity (COPCN) for the regulation of wheelchair services. <br />On September 19, 1996, the Indian River County Board of County Commissioners approved regulations <br />governing wheelchair services as outlined in County Ordinance, Chapter 304, Life Support and <br />Wheelchair services. <br />Indian River County allows different types of medical transport, which have been categorized into six (6) <br />classifications Pursuant to Chapter 304 of the Indian River County Code, the following Certificates of <br />Public Convenience and Necessity (COPCN) may be issued: <br />Class A: <br />Class B: <br />Class C: <br />Class D: <br />Class E: <br />Class El: <br />Governmental entities that use advanced life support vehicles to conduct a pre- <br />hospital EMS ALS/BLS service. Current number of certificates -2 <br />Agencies that provide non -emergency ambulance inter -facility medical transport at <br />the ALS/BLS level. Current number of certificates -2 <br />Agencies that provide non -emergency ambulance inter -facility medical transports <br />which require special clinical capabilities and require a physician's order. Current <br />number of certificates -1 <br />Agencies that provide non -emergency ambulance medical transports limited to out <br />of county transfers. Current number of certificates -0 <br />Agencies that provide wheelchair vehicle service where said services are paid for in <br />part or in whole either directly or indirectly with government funds. Current <br />number of certificates -6 <br />Agencies that provide wheelchair vehicle service where said services are not paid <br />for in part or in whole either directly or indirectly with government funds.
