SUBJECT: Hibiscus Children's Center, Inc.'s Request for Special Exception Use Approval <br />for a Group Home Facility <br />[SP-1114-02-09-52/CDPLUS 495100005-311757 <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of September 3, 2002. <br />DESCRIPTION & CONDITIONS <br />WCG, Inc has submitted an application on behalf of Hibiscus Children's Center, Inc. to construct and <br />operate a group home facility (8 houses and a clubhouse) that will house up to 74 children on a <br />±4.13-acre subject site. Located on the south side of 12th Street, west of the 12th Street/Old Dixie <br />Highway intersection, the subject site is zoned RM-6, Residential Multi-Family (up to 6 units per acre), <br />and has an L-2, Low Density Residential-2 (up to 6 units per acre) land use designation Special <br />exception use approval is needed to operate a group home facility in the RM-6 zoning district. <br />A total of 8 "homes,' housing a total of up to 74 children, are proposed for the subject site. These units <br />will be in the form of single -family houses and set up to allow living space for abused and neglected <br />children under program care. Living space will include individual bedrooms and bathrooms, a <br />common living room and a common kitchen The clubhouse will contain administrative offices for <br />Hibiscus Children's Center, Inc as well as offices for counseling the children and a central meeting <br />room to conduct various activities with the children. <br />At its regular meeting of August 8, 2002, the Planning and Zoning Commission voted 4-0 to <br />recommend that the Board of County Commissioners approve the special exception use request with <br />the conditions contained in the recommendation at the end of this report (please see attaclunent #5) <br />At this time, the Board of County Commissioners is to cons_ <br />der approve with conditions, or deny the special exception use requestt for te he e proposed groupto up home <br />eoe <br />facility. Pursuant to section 971.05 of the land development regulations (LDRs), the Board is to <br />consider the appropriateness of the requested use for the subject site and surrounding area. The <br />Board may attach reasonable conditions and safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area. <br />ANALYSIS <br />Project Site Area: 4.13 acres <br />Note: Currently, the subject site consists of two separate parcels of record. Prior to site plan <br />release, the applicant will need to execute a unity of title for those parcels and submit a copy to <br />Planning Division staff. <br />Zoning Classification: RM -6, Residential Multi -Family (up to 6 units per acre) <br />Land Use Designation: L-2, Low Density Residential -2 (up to 6 units per acre) <br />Density: Permited: 6.0 units per acre <br />Proposed: 1.9 units per acre <br />Note: As described under item 15 of this report, the project proposes a maximum of 74 <br />residents within the entire project at build out. <br />Building Area: Clubhouse* <br />8 group home units @sq. 2 677 4,572 sq. ft. <br />Total: <br />ft. per building 21,416 sg. ft <br />25,988 sq. ft. <br />September 3, 2002 <br />
