Chandler, County Administrator <br /> Thomas Frame, General Services , Director <br /> Erik Olsen, Utilities Directo <br /> Gene Rauth , Operations Manager, Utilities Department <br /> FROM : Fran Powell, Purchasing Manager'. �1rn <br /> SUBJECT : HRC Bid # 3076 South County RO Plant Membrane Replacement <br /> Utilities Department <br /> BACKGROUND : <br /> On April 3 , 2001 the Board of County Commissioners authorized staff to proceed with <br /> requesting proposals for the replacement of the membranes at the South County Reverse <br /> Osmosis (RO) Plant . Camp, Dresser, & McKee (CDM ) of Vero Beach provided engineering <br /> services for this project . <br /> The initial Request for Proposal (RFP) # 3067 was advertised in the Press Journal on May 24 & <br /> 311 2001 and broadcast with DemandStar. com to one thousand one hundred forty- six ( 1146 ) <br /> vendors of which thirty- five (35 ) requested plans . A mandatory pre-bid meeting was held and <br /> was attended by a general contractor, a system membrane provider, and miscellaneous <br /> equipment suppliers . At the bid opening, no proposals were submitted but staff was informed <br /> that one bid had been lost by U. P . S . and the other contractor did not submit a bid because they <br /> did not complete their negotiations in time with the membrane system provider . <br /> Staff and CDM recommended rebidding this project and expand the distribution list to include all <br /> general contractors that subscribe to DemandStar . com . <br /> The re-bid was assigned Request for Proposal (RFP ) # 3076 and advertised in the Press Journal <br /> on June 29 and July 5 , 2001 and broadcast with DemandStar . com to one thousand four hundred <br /> sixty- nine ( 1469) vendors of which thirty ( 30 ) requested plans . Again a pre- bid meeting was held <br /> on July 12 , 2001 with four (4) interested contractors in attendance. <br /> ANALYSIS : <br /> At the July 20, 2001 bid opening only one ( 1 ) proposed was received . The sole proposal received <br /> is from A . E . S . Inc . of California (a. k. a . American Engineering Services, Inc . ) located in Tampa, <br /> Florida.
