Robert L. Smith, 2451 North Seacrest Blvd. , Boynton Beach, requested a stay of <br /> demolition for the property located at 4380 38 h Avenue, the site of the old Greenleaf Bar <br /> ("Greenleaf ') in Vero Beach. <br /> Commissioner Solari was fine with Mr. Smith' s plans, but wanted a clearer idea of the <br /> scope of the project and the estimated time frame for making the improvements . <br /> Vice Chairman O ' Bryan interjected that the larger issue with the Greenleaf is that its use <br /> as a bar was grandfathered in, since it has been non-operational, the zoning would revert to <br /> residential . <br /> Community Development Director Bob Keating confirmed that the Greenleaf s status as <br /> a bar has been terminated because it has not been in operation for more than a year. He also <br /> advised that some legal issues are holding up the condemnation process, and the actual removal <br /> of the structure is not imminent. <br /> Discussion followed regarding whether or not any events or functions were held in the <br /> Greenleaf over the past 12 months . <br /> Director Keating emphasized that under condemnation, the structure legally could not <br /> have been used . <br /> Commissioner Flescher stated that he supported Mr. Smith' s vision for the establishment, <br /> and wondered if he could be given a chance to actualize his plans . <br /> Deputy County Attorney Bill DeBraal provided input on whether the entire Greenleaf <br /> building, or only the back portion, was under condemnation, stating he would have to research <br /> the matter before providing a definitive answer. <br /> 3 <br /> October 2, 2012 12 4 .8 <br />
