After a lengthy discussion, the Board's consensus was for Administrator Baird to work <br />with staff and the VLE Homeowners' Association to seek a solution and long-term plan to <br />address concerns regarding the water service assessments in VLE. <br />13. COUNTY ATTORNEY MATTERS <br />13.A. <br />TO SCHEDUZ <br />WA <br />'WATER <br />Attorney Polackwich provided a brief history of the County's Water and Wastewater <br />Franchise agreements with the City of Vero Beach (City) for the provision of utility services to <br />certain areas of the unincorporated County. He recalled that the franchises are scheduled to <br />expire in March 2017, and that on May 22, 2012, the Board approved to conduct a mail survey to <br />see if the affected residents would prefer to have the City or County provide their utilities. He <br />reviewed the revised schedule for implementing the survey (pages 249 - 250 of the Agenda <br />Packet) and explained the reasons for the revisions. He thereafter requested the Board to adopt <br />the proposed revised schedule. <br />Commissioner Solari believed it was reasonable to delay the mailing to the January 25, <br />2013 time period. <br />MOTION WAS MADE by Commissioner <br />SECONDED by Commissioner Flescher, to <br />staffls recommendation. <br />Solari, <br />approve <br />Attorney Polackwich reminded the Board that the completed survey forms will be going <br />to the CPA firm of Harris, Cotherman, Jones, Price &Associates, (n/k/a Rebmann) for final <br />tabulation, and revealed that they have no problem with the revised schedule. <br />�,� �� ��� �`�Ocfolier 9,;012 <br />... � ..J <br />�. <br />8� � 43 PG 0�9 <br />
