McCoy, AICP <br />vION <br />Chief, Current Development <br />DATE• December 30, 2013 <br />SUBJECT: Margaret Fuller's Request for Abandonment of a 74' by ±33' Portion of Doubloon Drive that <br />fronts 9440 Doubloon Drive, Lot 6, Block D in the Summer Place Unit 3 Subdivision <br />[91020121-71016 / ROW -13-09-04] <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of January 14, 2014. <br />DESCRIPTION AND CONDITIONS: <br />Margaret Fuller has submitted a petition to abandon a 74' by 32.95' portion of Doubloon Drive that lies in <br />front of 9440 Doubloon Drive (Lot 6) and Lot 5 in the Summer Place Unit 3 Subdivision (see attachment #2). <br />The subject right-of-way segment and subdivision unit lie north of C. R. 510 and east of S.R. A -1-A. The <br />applicant owns Lot 6 of the Summer Place Unit 3 subdivision. That lot fronts the subject segment of right-of- <br />way proposed for abandonment which was created by the 1967 Summer Place Unit 3 plat recorded in plat book <br />7, page 74, of the public records of Indian River County, Florida. Currently, the subject segment of right-of- <br />way contains a dead end unpaved private road that provides access to Lot 6 only. <br />Prior to the Technical Review Committee meeting at which the subject request was reviewed, planning staff <br />notified each owner of property adjacent to both sides of the subject right-of-way by mail. To date, staff has <br />received no objections to the proposed abandonment from any adjacent property owner. <br />ANALYSIS: <br />Consistent with guidelines established by the Board of County Commissioners, this petition was reviewed by <br />all county divisions and utility providers having jurisdiction or potential interests within the subject right-of- <br />way. During the review, the Utility Services Department determined that there is a 6' water main located at <br />approximately the centerline of the Doubloon Drive right-of-way. Utility Services has indicated that an <br />easement needs to be retained to accommodate the existing line and possible future extension of the line or <br />other lines within the subject right-of-way segment.
