BOARD OF COUNTY COMMISSIONERS
Peter D. O'Bryan
Chairman
District 4
Wesley S. Davis
Vice Chairman
District 1
Mr. Troy Rice
Palm Bay Service Center
525 Community College Parkway, S E
Palm Bay, FL 32909
Dear Mr. Rice,
January 14, 2013
Joseph E. Flescher
District 2
Tim Zorc
District 3
Bob Solari
District 5
The Indian River County Board of County Commissioners greatly appreciates the opportunity to
provide the Indian River Lagoon National Estuary Program (IRLNEP) with the attached project proposal
application. We are confident that the project objectives presented in the attached proposal are consistent
with those stated by the IRLNEP and that these objectives will be achieved by the proposed project. The
County has undertaken a number of innovative projects in the past that have successfully reduced nutrient
loads in the Indian River, while in the case of the Spoonbill Marsh, also successfully expanded potential
habitat available to local fisheries and wildlife species.
We are equally committed to maximizing the long term nutrient uptake capacity of the proposed
projects described in the attached proposal. In addition we know that these proposed projects will
provide a significant amount of potential habitat for juvenile fish species, game fish, juvenile and adult
invertebrate species, and a significant amount of substrate for attached and encrusting organisms The
County has on-going detailed monitoring programs for our past projects designed to assist in compliance
with TMDLs, and will extend our monitoring efforts to include the proposed projects. The attached
proposal shows that we are requesting matching funds in the amount of $50,000.00. On Tuesday
January 14, 2014 the Indian River Board of County Commissioners approved providing matching funds for
this project up to the $50,000.00 limit upon successful grant approval. These funds will be taken from the
Optional Sales Tax reserve account within the County budget. In addition, the County will pledge the
funds necessary to implement the monitoring program
Once again we greatly appreciate the opportunity to provide the IRLNEP with the attached project
proposal. Please do not hesitate to contact us if you have questions or need additional information
regarding the attached project proposal We look forward to presenting our proposal to the IRLNEP staff
in the near future.
Sincerely,
Peter D.
