• <br />• <br />Indian River County I Impact Fee Update Study <br />To calculate a corresponding trip rate for the new tiers it was necessary to rely on <br />comparative ratios. As an example, consider the $42,156 annual income category. First, it <br />was determined that the average annual household VMT for this income level is 19,241 <br />miles. This figure was then compared to the overall average annual VMT per household in <br />the U.S. and normalized to the average of the $62,563 (24,053 miles) category to derive a <br />ratio of 0.800. Next, the normalized ratio was applied to the daily VMT for the average <br />single family housing unit size (Less than 1,500 sf) to generate a daily VMT of 41.36 for the <br />new tier, as shown in Table B-5.
