To be consistent with the population utilized in the <br />County's comprehensiQedplanning1process, this Impact fee study considers not only the <br />residenVorrpermanent population°of the County, but also the number of seasonal residents <br />and visitorsas well. Therefore, for purposes of this technical analysis, the weighted <br />.ice <br />Y:s✓¢a <br />seasonal popu alien will be used in all population estimates and projections. Weighted <br />seasonal population. projections used in the impact fee analysis reflect estimates provided <br />in the Indian River County4st2030 Comprehensive Plan for seasonal residents. In addition, <br />correctional facilities is oneof the program areas where functional population is used to <br />capture the presence of all people within the community, whether residents, workers, or <br />visitors, to arrive at a total estimate of effective population need to be served.
