• <br />• <br />Indian River County 1 Impact Fee Update Study <br />Service Area and Population <br />Indian River County provides government services to all residents, workers, and visitors the <br />benefit of government services. As such the service area was determined to be the entire <br />county. <br />To be consistent with the County's Comprehensive Plan, for purposes of this technical <br />analysis, the weighted seasonal population is used in „all population estimates and <br />projections. As mentioned previously, weighted seasonapulation projections used in <br />the impact fee analysis reflect estimates provided yin, <the Indian River County's 2030 <br />Comprehensive Plan for seasonal residents. In addition, public buildings is one of the <br />program areas where functional population istused to capturethe presence of all people <br />within the community, whether residents, workers, or visitors, to arrive at a total estimate <br />of effective population need to be served. ``A more detailed explana on .of weighted and <br />functional poulation estimates is provided in Appendix .A:t <br />• <br />Level -of -Service <br />Based on the informationmprovided by the County; Indian River County's 2013 achieved <br />level -of -service (LOS) is 2.80ksquare feet of4primaly facilities per weighted resident. Table <br />IV -2 presents the calculation of the existing:;.L®S. In addition, the adopted LOS standard is <br />.413 `. <br />1.99 square feet per resident. <br />The County s Five -Year, Capital Improvement Program (CIP) includes the addition of <br />approximately 10,000 'square feet; of public buildings space. With this additional <br />investment; the LOS is estimated at 2.78 square feet per resident by 2017. Given that both. <br />the current and2017 estimated LOS are higher than the adopted LOS standard, the impact <br />fee calculations e exbased on the adopted LOS standard, resulting in more conservative <br />impact fee levels.
