CONSENT AGENDA <br />Based on 2013 utilization, Road and Bridge estimates 23,296 day labor hours to be required for <br />the period January 1, 2014 through the expiration of the contract on September 30, 2014. The <br />costs per rate option are: <br />Several other departments also utilize this contract for as needed labor. In total, they have set <br />aside approximately $60,000 for the remainder of the FY for as needed day labor. Should that <br />entire allotment be required by the end of the FY the minimum wage increase would result in <br />an additional $1,020 across the departments, or the full requested increase an overall $1,500 <br />increase. <br />Martin County received bids on September 11, 2013 for day labor services with the low <br />(awarded) bid by Pacesetter Personnel Services at $11.06 per hour and the other two bids at <br />$12.25 and $12.30 per hour (Labor Ready did not bid). The City of Titusville opened bids for <br />day labor on September 20, 2013. They received only one bid, which was just over $12 00 per <br />hour. Finally, the City of St. Augustine awarded their recent labor contract to Labor Ready for a <br />rate of $11.57 per hour, with the other proposer submitting a price of $15 per hour. <br />Alternatives: <br />1. Reject the request for the hourly rate increase in its entirety and rebid if Labor Ready <br />submits a written request to terminate the contract for good cause as a result of the <br />rejection. <br />2. Accept the request for the hourly rate increase, but only to $11.28 per hour to <br />accommodate the increase to Florida's minimum wage. Reject the cost of doing business <br />increase. Rebid, if Labor Ready requests termination as a result. <br />3. Accept the request for the entire increase to $11.37 per hour. <br />FUNDING: <br />The requested additional funds are available in the Road and Bridge Division account <br />11121441-033490 for Other Contractual Services. <br />RECOMMENDATION: <br />Staff recommendation is to select Alternative 2, approval of increase to offset minimum wage <br />increase only, and authorize the Purchasing Division to issue blanket purchase orders at the <br />new hourly rate for the period beginning the date of Board authorization through September <br />30, 2014 with Labor Ready. <br />26 <br />Hou <br />t Ciq t <br />I 5t <br />y <br />x <br />1 <br />.
