GKE-2 <br />FOR SCRUB JAY FRIENDLY LANDSCAPE DESIGN SERVICES FOR <br />OSPREY MARSH ( formerly PC SOUTH ALGAL NUTRIENT <br />REMOVAL FACILITY) <br />DATE: December 30, 2013 <br />DESCRIPTION AND CONDITIONS <br />The purpose of this Agenda Item is to request the County Commission approve and <br />execute an amendment to Work Order No. GKE-2 with G K. Environmental, Inc., for <br />installation and maintenance of landscape plants, and exotic vegetation control at <br />Osprey Marsh (formerly known as PC South Algal Nutnent Removal Facility). <br />The Federally endangered Florida Scrub Jay is known to live in the near vicinity of <br />Osprey Marsh. Consequently permission from U.S. Fish and Wildlife Service (USFWS) <br />is required to construct the project. USFWS required a scrub jay survey and several <br />meetings to determine how to construct the project in a manner that will protect the <br />Scrub Jay. This led to specific landscaping requirements wherein the installed <br />landscaping will be conductive to the Scrub Jay's habitat and foraging needs. <br />The permitting process with USFWS was time consuming and a USFWS approved <br />Scrub Jay friendly landscape design was not available to include in the project's <br />construction bidding documentsl. Osprey Marsh s construction timeline has been <br />greatly influenced by a Consent Order between the County Utility Department and <br />1 Osprey Marsh was advertised for construction bids on April 25, 2013 and bids were received on June 5, 2013.
