He outlined and discussed the <br /> purpose of the Comprehensive Plan text amendment; the CIE process, preparation, and proposed <br /> change; the reduction of projected County revenue ; projects and expenditures ; the projected <br /> transportation revenue ; road status ; and the transportation projects with deficient links .
