Requirements, and (2) Resale Procedures for Housing <br />Authority Units. <br />Commissioner O'Bryan emphasized the need to have a full disclosure of any conflicts of <br />interest declared by the Board, once the applicant closes on the property. <br />Fred Fox, CDBG Consultant explained that DCA has a waiver process which would <br />allow the applicant to go forward with the rental or purchase of the property, if he or she is <br />granted the waiver. He stressed the importance of having the conflict of interests disclosed early <br />in the rental/resale process. <br />The Chairman CALLED THE QUESTION, and the <br />Motion carried unanimously. The Board approved to <br />handle separately the two issues pertaining to the proposed <br />amendments to the Neighborhood Stabilization Program <br />Community Development Block Grant Housing <br />Assistance Plan, as follows: (1) Conflict of Interest <br />Requirements, and (2) Resale Procedures for Housing <br />Authority Units. <br />Louise Hubbard, Executive Director, Treasure Coast Homeless Services Council, <br />explained the necessity to keep confidential the names of the rental applicants. She asked the <br />Board to allow her some time to work with planning staff and DCA, and to review the HAP. <br />After a brief consultation with staff, and additional input from Ms. Hubbard, the Board <br />CONSENSUS was to defer the vote on the conflict of interest amendments, contingent upon <br />TCHSC not renting any more units until this matter has been resolved. <br />34 <br />November 16, 2010 <br />
