Chairman Solari agreed that it would be appropriate to draft, but not send, the agreement <br />at this time. He wanted to give the new City Councilmembers time to get adjusted and study the <br />matter; he did not want the County involved in any potential conflict of interest resulting from <br />the City and the Town using the same consultant; and he wanted to see this issue be treated in an <br />open and transparent manner by the concerned parties before the County starts to dialogue with <br />the Shores. <br />The Chairman CALLED THE QUESTION, and by a 4-1 <br />vote (Chairman Solari opposed), the Board authorized <br />staff to draft an agreement wherein the City of Vero Beach <br />would affirm the County was not in violation of the <br />existing franchise by entering into dialogue with the Town <br />of Indian River Shores regarding the possible provision by <br />the County of water, wastewater, and reclaimed water <br />services to the Town. <br />Attorney Polackwich clarified that the Board's direction was for him to draft and send the <br />agreement to the City of Vero Beach. <br />14.D.
