9. CONSTITUTIONAL OFFICERS AND GOVERNMENTAL <br />AGENCIES <br />9.24. DERYL LOAR, INDIANRIVER COUNTY SHERIFF <br />STATE CRIMINAL ALIEN ASSISTANCE PROGRAM (SCAAP) AWARD <br />Comptroller Harry Hall, Indian River County Sheriff's Office, requested approval to <br />transfer the State Criminal Alien Assistance Program (SCAAP) funds from the Board of County <br />Commission's bank account into the Sheriff's Corrections Operating Expenses, to augment funds <br />needed for inmate care. He noted that the SCAAP is a payment program administered by the <br />Department of Justice's Bureau of Justice Assistance (BJA). <br />ON MOTION by Vice Chairman Davis, SECONDED by <br />Commissioner Flescher, the Board unanimously <br />authorized the issuance of a check in the amount of <br />$55,721.00, with the appropriate budget amendment into <br />Corrections Operating Expenses, to pay the consulting <br />firm of Justice Benefits, Inc., and to augment funds <br />needed for inmate care, as requested in the letter dated <br />November 7, 2013. <br />9.B. JEFFREY R. SMITH, INDIANRIVER COUNTY CLERK OF CIRCUIT COURT <br />AND COMPTROLLER: DRAFT RESOLUTION FOR PROPOSED STATE <br />UNIFORM CHART OF ACCOUNTS <br />Jeffrey R. Smith, Clerk of the Circuit Court and Comptroller, provided background and <br />analysis on Statute 215.89, Charts of Account, which was created through passage of Senate Bill <br />1292 during the 2011 Florida Legislative Session.
