ON MOTION by Vice Chairman Davis, SECONDED by <br />Commissioner Flescher, the Board unanimously approved <br />Resolution 2013-128, providing for the recovery of <br />demolition costs. <br />The Chairman called for a break at 12:03 p.m., and reconvened the meeting at 12:14 <br />p.m., with Vice Chairman Davis not returning. <br />13. C. NUISANCE ABATEMENT SPECIAL ASSESSMENT PROCESS <br />County Attorney Reingold recalled that on October 22, 2013 the Board requested his <br />office to research the feasibility of a nuisance abatement special assessment. He recapped his <br />research and provided background on the Counties (Palm Beach County, St Lucie County, and <br />Polk) that have adopted the nuisance abatement ordinances. He questioned whether the Board <br />wanted to move away from the code enforcement process or move towards a nuisance abatement <br />process. <br />Chairman O'Bryan wished to see Indian River County utilize the current code <br />enforcement process until Code Enforcement has a hearing, start issuing a $100 day fine, and <br />after 30 days bring it before the Board to take action under the non advalorem assessment <br />methodology. <br />MOTION WAS MADE by Commissioner Solari, <br />SECONDED by Commissioner Flescher, to direct the <br />County Attorney to draft an ordinance and hold a public <br />hearing on the proposed ordinance.
