REQUEST FROM THE INDIAN RIVER COUNTY HEALTH DEPARTMENT FOR <br /> AUTHORIZATION TO APPLY FOR A TREASURE COAST REGIONAL PLANNING COUNCIL <br /> SITEASSESSMENT GRANT FOR "GIFFORD PARK" <br /> Planning Director Stan Boling used a PowerPoint (copy on file) to provide background <br /> and analysis pertaining to the request of the County Health Department to apply for a Treasure <br /> Coast Regional Planning Council (TCRPC) Brownfields 2011 Assessment grant for a ±5 %2 acre <br /> site ("Gifford Park") located at the northwest corner of 45th Street (aka Martin Luther King <br /> Blvd . ) and 28th Court . He relayed that the property primarily consists of the Macedonia Baptist <br /> Church building, a wooded area, and some gravesites, and that the County Health Department is <br /> applying for a subgrant from TCRPC for a site assessment of the entire property, particularly the <br /> latter areas . He explained that as the owner of the property, the County needs to authorize the <br /> Health Department to submit the grant application, and have the Board Chairman execute the <br /> h the Treasure Coast Regional Planning Council , <br /> Brownfields Site Access Agreement wit <br /> MOTION WAS MADE by Commissioner Flescher, <br /> N SECONDED by Commissioner Davis , to approve staff' s <br /> recommendation . <br /> Commissioner Solari wondered how many graves are located on the property. <br /> Attorney Polackwich provided a brief history of the parcel, conveying that about 26 to 28 <br /> cemetery plot deeds have been issued . <br /> Director Boling affirmed that a comprehensive assessment would be made of the <br /> gravesite locations and whether mitigation strategies will be necessary . <br /> The Chairman CALLED THE QUESTION, and the <br /> Motion carried unanimously . The Board : ( 1 ) authorized <br />} the Indian River County Health Department to submit the <br /> December 6 , 2011 26 <br /> 141 PG 727 <br />
