November 2013 <br />MM # 1351 <br />SANITARY SEWER FEASIBILITY STUDY & REPORT <br />NORTH SEBASTIAN AREA <br />GOAL / OBJECTIVES <br />Financial Considerations <br />An objective of this study and report will be to prepare preliminary design sanitary sewer collection <br />and conveyance system alternatives to service Study Area #1 and Study Area #2 and establish the <br />estimated construction cost of these alternatives. The goal is to determine the best alternative and <br />seek financial grants to make the project cost affordable to the County and the system users. <br />Indian River Lagoon Pollution <br />An objective of the project is to eliminate groundwater contamination caused by existing and future <br />onsite septic disposal systems. This polluted groundwater ultimately discharges into the St. <br />Sebastian River and Indian River Lagoon. The pollution of the Indian River Lagoon by septic <br />disposal systems is well documented and the subject of numerous articles in the news media. <br />Several of these articles have been reproduced and are included in the Appendix of this report. <br />The goal of this project is to eliminate the onsite septic disposal systems by construction of a <br />centralized sewer collection system. The construction of a centralized sewer system will preserve <br />the Indian River Lagoon and represent a positive impact on all of us with respect to quality of life <br />and our public economy. The Indian River Lagoon is probably one of the main reasons that most <br />of us live in this area. <br />Commercial Development <br />An objective of the project is to eliminate the present and future use of onsite septic disposal <br />systems in areas designated for commercial development by construction of a centralized sanitary <br />sewer collection and conveyance system. The goal of increasing commercial development is to <br />create additional employment and economic activity in the area. <br />Public Involvement <br />An objective of the project is to involve all stakeholders, which includes Indian River County <br />Utilities Department, City of Sebastian, and the potential system users in the study areas. The <br />goal is to generate discussion and public acceptance of the project in order that the project can <br />proceed to completion. <br />3 <br />
