November 2013 <br />MM N 1351 <br />SANITARY SEWER FEASIBILITY STUDY & REPORT <br />NORTH SEBASTIAN AREA <br />E QUIVALENT RESIDENTIAL UNITS (ERUs) <br />The Indian River County Utilities Department utilizes a term of Equivalent Residential Units (ERUs) <br />to measure the number of connections to its utility systems. The reason for this is to make <br />provisions for measuring wastewater flows and establish costs in connection with all system users. <br />A flow rate of 250 gallons per day (GPD) per ERU is used for a typical single residential user. <br />H owever, County regulations provide for allocating ERUs for utility users other than residential <br />users such as commercial buildings, medical offices, churches, etc. "Commercial Area Map" in the <br />appendix shows the commercial area in Study Area #1. The commercial area shown north of the <br />S ebastian Cemetery along the east side of US #1 is within the Indian River County and the <br />commercial area shown south of the Sebastian Cemetery between US #1 and the Indian River <br />Lagoon is within the City of Sebastian. Study Area #2 is all residential users except for a church <br />with preschool facilities, post office, and a community building. <br />The total number of single residential users in Study Areas #1 and #2 is 388; which includes 31 <br />vacant residential lots. There are a total of 57 non-residential parcels of land not served by <br />existing sanitary sewer in Study Area #1 designated for commercial or other uses of which 9 non- <br />residential parcels are vacant. Based on the Utility Department's guidelines for ERU& for non- <br />residential uses, it is our estimate that approximately 332 total ERUs exist in Study Areas #1 and <br />#2 including developed and un -developed non-residential uses. Of the 332 total non-residential <br />ERUs, 192 ERUs have been estimated for vacant non-residential parcels and can be considered <br />future users. <br />Based on the above information, the total ERUs in Study Areas #1 and #2 is 720 of which 497 are <br />existing ERUs and 223 are ERUs for vacant residential and non-residential parcels. <br />In order to compare the cost per ERU for each of the three (3) alternative sewer systems, the total <br />project cost of each alternative is divided by the total ERUs of 720 and the results are listed as <br />follows: <br />Gravity Sewer System Alternative: $ 6,944.44 per ERU <br />Vacuum Collection System Alternative: $ 9,166.67 per ERU <br />Low Pressure Pump System Alternatives: <br />Grinder Pumps $ 11,944.44 per ERU <br />STEP System Pumps $ 9,861.11 per ERU <br />19 <br />6231 <br />
