8.D. CONSIDERATION OF NEW THREE-YEAR AGREEMENT BETWEEN INDIAN <br />RIVER COUNTY AND THE INDIAN RIVER COUNTY SENIOR RESOURCE <br />ASSOCIATION, INC. FOR PROVISIONS OF MASS TRANSIT SERVICE <br />Commissioner Zorc requested that this item be pulled for presentation and discussion. <br />Metropolitan Planning Organization (MPO) Director Phil Matson presented this item for <br />the Board's consideration to renew the current three-year Agreement for mass transit service <br />with the Indian River County Senior Resource Association (SRA), Inc., (f/k/a the Council on <br />Aging). He also explained the bidding process for the Community Transportation Coordinator <br />(CTC); revealed that the MPO is currently in the process of selection; and conveyed that the <br />results will be reported to the State by June 30, 2013. <br />Discussion ensued between the Board and staff regarding the process, selection of a new <br />CTC, the annual CTC evaluation process, the details of the Agreement, compliance with the <br />FTA requirements, and extending the Agreement for 90 days. <br />Andrea Coy, Sebastian City Council, voiced concern over transparency and the public <br />not being given the opportunity to see the Agreement or discuss the alternatives. She asked the <br />Commissioners to grant an extension to the current Agreement and send it to the other Boards <br />who should be reviewing it. <br />Administrator Baird pointed out that the items in the Agreement are not negotiable, they <br />are Federal requirements. <br />Community Development Director Bob Keating did not foresee a problem with <br />extending the deadline for 120 days (June 30th to September 30th, 2013), so staff can receive <br />community buy -in. <br />BK 143P6498 <br />February 12, 2013 5 <br />
