The following individuals spoke in opposition to staff's recommendation to create <br />special WGIC overlay regulations: <br />Kathleen Jaskolski, 5211 Eleuthra Circle <br />Anthony Brown, 4159 57th Court <br />Julianne Price, address not provided <br />Charles Vogt, address not provided <br />Russell Payne, owner of Mr. Mulch, 5420 41st Street <br />Benny Rhyant, 1312 14th Place, President of the Indian River County Pastor Association <br />Althea McKenzie, 2405 16th Avenue <br />Cynthia Spann, 4575 33rd Avenue <br />Jeff Thompson, Vero Millwork, Inc. <br />MOTION WAS MADE by Commissioner Flescher, <br />SECONDED by Commissioner Solari, to direct staff to: <br />(1) initiate the formal process of amending the Land <br />Development Regulations (LDRs) to create the West <br />Gifford Industrial and Commerce (WGIC) overlay <br />regulations; (2) invoke the pending ordinance doctrine; <br />and (3) apply the draft WGIC overlay regulations to <br />development applications until final regulations are <br />formally adopted. <br />Following the lengthy discussion, Commissioners expressed their views over staff's <br />proposal; protecting the business community; and finding a balance for landscaping <br />improvements. <br />Chairman O'Bryan voiced his opposition to the Motion, preferring to bar concrete plants <br />and demolition debris facilities from Gifford. <br />February 18, 2014 15 <br />
