<br />WHERFAS, the Board of County Commissioners of Indian River County, Florida,
<br />has received funds in excess of the anticipated funds budgeted in the budget for said county
<br />for the fiscal year ending September 30, 1953, and,
<br />WHEREAS, this board has determined that an emergency exists requiring appro-
<br />priation of said excess receipts during the present fiscal year; Now, therefoke,
