The Board sought and received information from Director <br />Boling on limiting the number of occupants in short-term rental <br />houses, the demand on septic tanks, and site specific complaints. <br />Chairman Solari opened the floor for public input at 11:27 a.m. <br />Glenn Powell, 12845 Bay Street, member of the Short Term <br />Rental Advisory Committee and owner of Short Term Vacation <br />Rentals summarized the tasks and actions of the committee. <br />George Lamborn, 2111 Via Fuentes, President of the South <br />Beach Property Owners Association said the Indian River <br />Neighborhood Association, South Beach Property Owners <br />Association and North Beach Civic Association represent the <br />interests of 99% of the property owners who own property for <br />no other reason than quiet enjoyment of their residences, and <br />whose quality of life and property value is at risk from <br />commercialization of the neighborhood. He felt the handpicked <br />Short Term Rental Advisory Committee was dominated by <br />Short Term Rental operators. <br />Mr. Lamborn stated he had asked that the concluding written <br />statements to the Short Term Rental Advisory Committee be <br />made part of the record. <br />Colleen Rosenbaum, resident of Indian River County, and <br />owner of a Short Term Vacation Rental Home, spoke on her <br />experience with the Short Term Vacation Rentals and felt it was <br />a bonus for the community because sometimes the renters come <br />back to make Vero Beach their permanent residence. <br />The Board sought information from Ms. Rosenbaum regarding <br />her short term rental home. She suggested that the County <br />offer a course to Short Term Rental Owners educating them on <br />the rules to be in compliance. <br />Carter Taylor, Chairman of the Land Use Committee for the <br />Indian River Neighborhood Association and the South Beach <br />Property Owners, spoke on protecting the quality of life in <br />Indian River County and his concerns with the Short Term <br />Rental Advisory Committee. <br />The Board recessed for lunch at 12:19 a.m., and reconvened the <br />meeting at 12:49 p.m. with all members present. <br />Joseph Paladin, Black Swan Consulting, representing District 2 <br />on the Short Term Rental Advisory Committee, said the <br />committee had a hard time agreeing on anything.
