He felt that moving <br />forward would be a rush to judgment, and recommended the Board table this item until staff can <br />review other alternatives. <br />Administrator Baird responded to Mr. Wilson's concerns and suggestions, and reported <br />that this facility has been on the Agenda since 2005. <br />Tim Zorc, 7658 South Polo Grounds Lane, sought and received details pertaining to the <br />Request for Qualifications (RFQ) process, and the submitted proposal from Borrelli. <br />Attorney Polackwich stated that the County has no flexibility and is fully bound by the <br />Competitive Consultant Negotiation Act, which states that the price cannot be obtained until <br />after the qualification process is complete. <br />Discussion ensued regarding proposals, negotiations, the competitive bid process, the <br />motivation in moving the project forward, and the potential for traffic impact fee refunds. <br />Ashley Judfield, 1695 20th Avenue SW, believed the money should be spent on other <br />projects, and requested that staff concentrate on safety concerns in the South County area before <br />building the proposed facility. <br />Assistant County Administrator Michael Zito explained the "synergy between <br />generations" concept of the intergenerational recreation facility. <br />The Chairman CALLED THE QUESTION and the <br />Motion carried. The Board unanimously approved the <br />proposed agreement with Borrelli and Partners, Inc., in the <br />amount of $613,232.03, and authorized the Chairman to <br />execute same, as recommended in the memorandum of <br />March 12, 2012. <br />March 20, 2012 18 <br />OK 142 PG 246 <br />
