MOTION WAS MADE by Vice Chairman Wheeler, to <br /> DENY staffs recommendation. MOTION DIED for lack <br /> of a Second . <br /> Commissioner Flescher felt the Board had an obligation to ensure that the County has <br /> viable taxpaying residents living in homes, as opposed to local government having to maintain <br /> abandoned and foreclosed homes, which would be a burden on the citizens . He supported <br /> receiving the grant funding to make sure these homes are occupied . <br /> MOTION WAS MADE by Commissioner Flescher, <br /> SECONDED by Commissioner Davis , to approve staff s <br /> recommendation . <br /> Commissioner Davis explained that he agreed with Vice Chairman Wheeler <br /> philosophically; however, he had a level of confidence because Habitat for Humanity would be <br /> overseeing the program . <br /> Vice Chairman Wheeler stressed that people needed to be more self-reliant and start <br /> refusing these types of federal loans , and not depend on the Federal Government to correct all <br /> the problems in the country . <br /> The Chairman CALLED THE QUESTION, and by a 4 - 1 <br /> vote (Vice Chairman Wheeler opposed) , the Motion <br /> carried . The Board : ( 1 ) approved Resolution 2011 -019 , <br /> authorizing the Chairman to execute the documents <br /> required for the County to enter into a contract with the <br /> U . S . Department of Housing and Urban Development for <br /> a Fiscal Year 2010 Neighborhood Stabilization Program 3 , <br /> Community Development Block Grant, and authorizing <br /> the Community Development Director to execute all <br /> March 22 , 2011 8 <br />
