Helene Caseltine, Economic Development Director, Indian River County Chamber of <br /> Commerce, affirmed that she and Commissioner Flescher had been working with the Company <br /> for several months . She relayed that the Company anticipated posting its new job openings <br /> online by the end of the year, and requested that the Board approve , as part of the Jobs Grant, an <br /> upfront payment in the form of a loan, to be repaid with the Jobs Grant funds . <br /> Wayne Schroeder, a Company principal , described how his company had at first been <br /> courted by Brevard County, and due to the efforts of Ms . Caseltine and Commissioner Flescher, <br /> decided to remain in Indian River County , <br /> MOTION WAS MADE by Commissioner O ' Bryan, <br /> SECONDED by Commissioner Davis , to approve staff' s <br /> recommendation . <br /> Chairman Solari pointed out that it was a departure from the general jobs grant policy to <br /> provide the funding prior to a company ' s performance , and objected to giving the Company an <br /> upfront payment of $ 75 , 000 . <br /> County Attorney Alan S . Polackwich provided further details on the draft Promissory <br /> Note , <br /> The Chairman CALLED THE QUESTION, and by a 4 - 1 <br /> vote (Chairman Solari opposed) , the Motion carried . The <br /> Board approved : ( 1 ) a local jobs grant of up to $ 152 ,000 <br /> for the Company, and authorized the Chairman to execute <br /> the Job Grant Agreement with the Company , after <br /> approval of the agreement by appropriate County staff and <br /> the County Attorney ' s office ; and (2) approved an upfront <br /> payment of $ 75 , 000 to the Company as a loan to be repaid <br /> with local jobs grant funds after execution of a promissory <br /> March 22 , 2011 11 <br />
